ศุภโชติ ไชยสัจ สส.บัญชีรายชื่อ พรรค ประชาชน กล่าวถึงสัญญารับซื้อไฟฟ้า พลังงาน สะอาด 3,600 เมกะวัตต์ ที่สังคมตั้งคำถามถึงข้อพิรุธของกระบวนการว่าส่อเอื้อประโยชน์แก่กลุ่มทุน พลังงาน หากปล่อยผ่านจะทำให้ ค่าไฟ ของคนไทยแพงต่อไปอีก 25 ปี ซึ่งเมื่อวันที่ 25 ธันวาคม 2567 คณะกรรมการนโยบาย พลังงาน แห่งชาติ ( กพช. ) มีมติชะลอรับซื้อ แต่ไม่มีกรอบเวลาชัดเจนว่าจะชะลอถึงเมื่อไร ขณะที่คณะกรรมการกำกับกิจการ พลังงาน ( กกพ. ) ในฐานะผู้ดำเนินการรับซื้อไฟฟ้ารอบนี้ ยังไม่มีการประกาศใดๆ ที่ตอบสนองมติของ กพช.
ศุภโชติกล่าวว่า นอกจากเรื่องกรอบเวลาที่ยังไม่ชัดเจนและการเรียกร้องให้ กกพ. ตอบสนองมติของ กพช. อีกหนึ่งขั้น อีกประเด็นซึ่งยังคลุมเครือ คือถ้าดูรายละเอียดของมติ กพช. ที่ระบุว่าชะลอการรับซื้อ “เพื่อดำเนินการตรวจสอบความถูกต้อง” จะเห็นความกำกวมว่าหมายถึงตรวจสอบความถูกต้องของอะไรกันแน่(1) ตรวจสอบความถูกต้องของกระบวนการ ถ้าให้ตรวจความถูกต้องของ กกพ. ซึ่งเป็นคนรับซื้อ ก็ต้องถูกอยู่แล้ว เพราะ กกพ. ดำเนินการรับซื้อพลังงานสะอาดรอบ 3,600 เมกะวัตต์นี้ตามมติ กพช.หรือ (2) ตรวจสอบความถูกต้องของนโยบาย นี่คือสิ่งที่ตนและพรรคประชาชนพูดมาตลอดว่านโยบายของรัฐมีปัญหา ทั้งการกำหนดราคารับซื้อไฟฟ้าที่มีราคาแพงกว่าที่ควรจะเป็น การปิดกั้นการแข่งขันของผู้เล่นรายใหม่ รวมถึงมีวิธีการจัดหาไฟฟ้าจากพลังงานสะอาดในรูปแบบอื่นที่ตอบโจทย์กลุ่มอุตสาหกรรมและไม่เป็นภาระต่อประชาชนมากกว่าอย่าง Direct PPAจึงขอเรียกร้องให้นายกฯ รมว.พลังงาน และคณะกรรมการนโยบายพลังงานแห่งชาติ ออกมติจาก กพช. เพื่อกำหนดนโยบายใหม่ให้เข้ากับบริบทปัจจุบัน เช่น ออกมติยกเลิกการรับซื้อครั้งนี้ แล้วมาเพิ่มโควตาการทำสัญญาซื้อขายไฟฟ้าโดยตรงระหว่างผู้ใช้ไฟฟ้าหรือโรงงานที่ผลิตสินค้า กับผู้ผลิตไฟฟ้าสะอาด (Direct PPA) แทน เพราะสามารถทำให้ประเทศไทยเพิ่มสัดส่วนของพลังงานสะอาดได้โดยไม่ส่งผลกระทบต่อประชาชนที่ต้องจ่ายค่าไฟแพงเกินกว่าที่ควรจะเป็
